Transformer FAT Checklist Before Shipment Release

A transformer can pass routine factory tests and still arrive with practical problems: a drawing revision not reflected on the nameplate, an alarm contact not wired to the agreed terminal, missing loose accessories, packing not matched to long storage, or a test report that does not state the same rating as the purchase order.

The short answer is: before shipment release, the buyer should align the approved datasheet, drawings, test plan, factory test report, nameplate, accessory schedule, packing list, and open-deviation record. FAT is a document and evidence checkpoint as much as a test-room event. Final acceptance still depends on the contract, project specification, supplier documents, factory test report, local code, utility requirements, AHJ review, and site commissioning by qualified personnel.

This article is for procurement teams, EPCs, plant engineers, and project managers who need a practical factory acceptance test checklist. It is not a substitute for a registered electrical engineer, utility reviewer, protection specialist, or commissioning authority.

FAT is not the same as site commissioning

Factory acceptance testing checks whether the manufactured transformer package matches the approved order basis before it leaves the factory. Site commissioning checks whether the installed transformer, cables, grounding, protection, ventilation, oil containment, switchgear, interlocks, and operating procedures are ready for energization at the actual project site.

Those two stages should support each other, but they are not interchangeable. A test bay normally cannot reproduce every cable route, room ventilation condition, utility fault level, relay setting, site earthing arrangement, or building fire requirement. For an oil-immersed transformer, the buyer may need to confirm liquid-filled equipment documents, tank accessories, oil handling, transport condition, and site containment interfaces. For a dry-type transformer, the focus may include winding temperature monitoring, enclosure airflow, fan control if specified, room ventilation assumptions, and dust or condensation protection.

The practical value of FAT is earlier control. If a discrepancy is found before packing, it is usually easier to correct, document, or formally accept than after the transformer has arrived on site.

Shipment-release checklist for transformer FAT

The following checklist is not a universal test standard. Use it to align the buyer, EPC, consultant, supplier, and logistics team before shipment approval.

Test program and witness scope Identify which tests are routine, type, special, optional, witnessed, or document-reviewed under the applicable project specification. Agree whether the buyer will attend in person, by video, or by document review only. Buyers often assume “FAT” means every possible test. The actual scope must be named before production and priced if it goes beyond routine requirements.
Test report traceability Check that report identifiers, serial number, rated data, test date, test basis, instruments or calibration references where required, and pass/fail notes are traceable to the exact unit being shipped. The receiving team needs evidence that the report belongs to the same transformer, not just the same series.
Nameplate and labels Compare nameplate data with the approved datasheet and project requirements, including rating, voltage, frequency, phase, vector group or connection, impedance if stated, tap positions, cooling, mass data if provided, serial number, and safety labels. Nameplate errors can delay energization, utility review, asset registration, or maintenance handover.
Accessories and signals Verify supplied accessories, loose parts, terminal boxes, alarm/trip contacts, temperature devices, heaters, fans, CTs if included, surge arresters if included, valves, wheels, lifting points, and marshalling terminals against the approved schedule. Accessories are frequent scope gaps. The accessory and alarm contact checklist helps define this earlier in the RFQ.
Drawing-to-equipment match Walk through cable boxes, gland plates, busduct interface, enclosure doors, cooling clearance, lifting or jacking points, earthing terminals, neutral terminal, and shipping dimensions against approved drawings. A transformer can test correctly but still conflict with cable entry, foundation, room access, or maintenance clearance.
Packing and storage plan Confirm packing method, moisture protection where required, accessory boxes, shock or tilt indicators if specified, lifting marks, storage limits, and document package. The shipping and warehouse team need instructions that match the equipment and expected waiting period before installation.
Open issues and hold points Record any nonconformity, drawing comment, missing document, optional test result, cosmetic repair, packing condition, or customer concession before release. A clear closeout record prevents the same issue from becoming a dispute during receiving inspection.

For a compact substation or transformer with associated switchgear, extend the same logic to MV compartments, LV feeders, metering, auxiliary power, interlocks, heaters, enclosure ventilation, terminal lists, and separate switchgear test documents. A package shipment should not be released only because the transformer core test is complete.

Drawings should match the equipment on the floor

Many FAT problems are drawing-control problems. The buyer may have approved one cable-entry direction, while production followed an earlier sketch. A temperature relay may be shown in the accessory list, but its terminal numbers may not appear in the wiring diagram. A nameplate may use a tap arrangement that differs from the latest approved datasheet.

Before release, ask the supplier to show the latest approved revision and the actual equipment together. This does not require the buyer to redesign the transformer. It simply checks whether the manufactured unit, documents, and purchase order tell the same story.

For projects where site constraints are tight, include the foundation drawing, door swing, cable trench, lifting route, and removal path in the review. If the project used a site-condition schedule during RFQ, compare it against the final drawings before packing. A correct electrical test cannot fix a physical interface that was never checked.

Test reports need a declared basis, not only a pass mark

A useful test report identifies the transformer, the applicable test basis, and the values or observations required by the project documents. It should not rely only on a stamp saying “passed” if the buyer needs data for engineering review, energy compliance, customs, utility approval, or commissioning files.

Standards help define test language, but the applicable market and project specification decide the final requirement. IEC 60076-1 is a common general reference where IEC power-transformer practice applies. In some dry-type transformer projects, documents such as NEMA ST 20 may be relevant where that market or specification uses NEMA language. Other projects may use IEEE, ANSI, GB/GB/T, utility, DOE, EU, local fire, seismic, or AHJ requirements.

Do not treat those references as globally interchangeable. The FAT plan should quote the exact project rule and the agreed test scope. If a special test, witnessed test, additional language version, or third-party inspection is required, it should be stated in the RFQ or purchase order rather than discovered after manufacturing.

Decide when witnessing is worth it

Not every transformer shipment needs an in-person witnessed FAT. For repeat purchases, standard distribution ratings, low-risk schedules, or projects with mature document control, a document review may be enough if the buyer receives complete drawings, photos, reports, packing records, and a deviation log.

Witnessing is more useful when the transformer is custom, high value, tied to a utility approval, part of a compact substation, connected to complex protection and monitoring, or needed for a project where late rework would be costly. It can also be useful when the buyer needs to check interface details that photographs may not capture well: terminal labels, cable box clearance, accessory mounting, enclosure doors, or loose-part packing.

The decision should be based on project risk, not habit. A remote review with a structured checklist is better than an in-person visit with no acceptance criteria.

Shipment release should create a clean handover package for the receiving team. The documents checked during FAT should travel into the receiving file: final datasheet, approved drawings, test reports, nameplate data, photos if used, packing list, accessory list, storage instructions, and open-deviation closeout.

When the transformer arrives, the site or warehouse team should check visible condition, shipping marks, loose accessories, documents, signs of moisture or impact, and temporary storage requirements. FAT does not remove the need for receiving inspection; it gives the receiving team a better baseline.

RFQ wording buyers can adapt

“Please include a factory acceptance and shipment-release plan for the quoted transformer. Identify routine tests, optional tests, special tests, witnessed tests, document-review items, applicable project standard, and required report format before production is released.”

“Before shipment, submit the final datasheet, approved outline drawing, wiring diagram, terminal list, accessory schedule, nameplate photo, packing list, factory test report, and deviation closeout record for buyer review. All documents must refer to the same serial number and approved revision.”

“Do not assume that IEC, IEEE, ANSI, NEMA, GB/GB/T, DOE, EU, utility, or local requirements are interchangeable. The test and acceptance basis must follow the project specification, applicable market rules, local code, utility requirements, and AHJ review.”

“Factory acceptance does not replace site inspection, protection setting review, grounding verification, oil or insulation checks where required, cable testing, switchgear commissioning, or energization approval by qualified personnel.”

A practical release rule

Do not release shipment only because “the test passed.” Release it when the test evidence, approved drawings, nameplate, accessories, packing list, and open-issue record all describe the same transformer package.

That rule is simple, but it protects real projects. It helps procurement compare what was ordered, engineering verify what was built, logistics handle what is shipped, and commissioning teams understand what should be checked when the equipment reaches site.
